What is the shelf life of these packets?

Usually has an expiration date on it. I never had the packets more than 6 months - a year since I used it a lot.

Can these packets be used as substitute for ramen noodle spice packets?

You can add them to anything. However these packets are low in sodium (Salt), while the Ramen seasoning packets are notoriously HIGH in Sodium (Salt). Your choice.
