Q: 12v application. could i use this to switch off a circuit from my 12v tranformer which contains led lights totaling 45 watts?

I don't see why not. I use it as a switch for a 120 volt 1/2 HP motor

I'm thinking your asking if this a momentary switch? To answer that no it is not. If you push the button in it stays in until you hit the off button. No need to use a standalone motor starter if using within the rated voltage and current.

Q: I pressed my on button and it stuck. i opened it and got it unstuck but now it will not lock. what can i do to make it work?

Ask for a new one. The plastic tip that catches and holds it down is broken or worn.
