Does it come with a set of keys

No keys needed. All combo. The only key hole is for TSA keys which the guards use at the airport. These are great locks.

Could someone cut through this with a wire cutter?

The quick answer is yes but it would take some effort and a decent size of wire cutters. I have used them on my suitcase when I leave my hotel room so the housekeeping people can't go through my stuff. Same deal with the airlines. It is not going to stop a determined thief but it will stop that casual thief that is looking for something quick and doesn't want to get caught.

My lock came locked, with no instructions on how to unlock it and set or reset the combination. Help?

The user instructions states that you should set all 3 dial settings to 0-0-0 to enable the release of the lock. Then, depending on your lock type, opening is either pushing the top button down, or sliding the lock to the open position. As you don't have your product instructions, go to Amazon to get an online version of your-lock type instructions, or google online for the same item.. good luck..
