No it is not shipped frozen. But it is shipped with frozen cold packs.

Is says 4 16 ounce packs but the product weight says 3lbs. Is it 3 lbs or 4 lbs of sausage?

To be honest I can't remember, I received 4 or 5 of the sausages packaged separately. I would go with 3. You can always order more
